Yes, you can use auto throw without using auto return. By default auto return is disabled. In other words, yes, CV69=0 disables auto return and CV69=0 is the factory default. CV64 does need to be set even if you are not using auto return. However, the default from the factory is to power on in the same position as the points were in at power off, which is what most people want. CV70 does not matter if CV69=0.
